We have an exciting opportunity for two Data Quality Engineering specialists to join the Chief Data Office in HMRC to make our team stronger.

We are looking for individuals with experience in data quality engineering who have a solid attention to detail and are willing to roll up their sleeves and get stuck into the intricacies of our data but will also work strategically to overcome long-term challenges in a fast-moving environment. This is a chance to be pivotal in supporting the priorities of HMRC and through improved data quality, you will enable greater inter-operability and data exploitation across government.

Job description
You will work with a team of specialists to:

Measurably improve the quality of data in relation to defined business expectations;

Define requirements and specifications for integrating data quality control into the system development lifecycle

Provide defined processes for measuring, monitoring and reporting conformance to acceptable levels of data quality

Key Responsibilities across multiple systems include:

Develop and promote data quality awareness and skills across HMRC (O)

Define data quality requirements (Dev)

Profile, analyse and assess data quality (Dev)

Define data quality business rules and metrics (Pl)

Test and validate data quality requirements (Dev)

Set and evaluate data quality service levels (Pl)

Continuously measure and monitor data quality (C)

Manage data quality issues (C)

Clean and correct data quality defects (O)

Design and implement operational DQM procedures (Dev)

Monitor operational DQM procedures and performance (C)

Activities Pl= Planning, Dev = Development, C= Control, O= Operational

Responsibilities
Essential skills and experience required:

Relevant degree or equivalent practical experience;

Have relevant and practical industry experience finding and resolving Data Quality issues in large scale and sometimes disparate datasets. You would have demonstrated through these experiences creating algorithms and metrics to significantly improve the quality of the data.

Data analysis and synthesis. You understand and can help teams apply a range of techniques for data profiling. You can source system analysis from a complex single source. You can bring multiple data sources together in a conformed model for analysis.

Data development process. You know how to establish enterprise-scale data integration procedures across the data development life cycle and ensure that teams adhere to these. You can manage resources to ensure that data services work effectively at an enterprise level.

Data integration design. You know how to establish standards and you know how to keep those standards up to date and ensure alignment to them. You are aware of industry leading practices.

Data modelling. You understand the concepts and principles of data modelling and can produce relevant data models. You know how to work across government and industry, recognising opportunities for re-use and alignment between the data models in different organisations. You can design the method to categorise data model within the organisation;

Metadata management. You can design an appropriate metadata repository and present changes to existing metadata repositories. You understand a range of tools for storing and working with metadata. You can provide oversight and advice to more inexperienced members of the team;

Programming and build (data engineering). You know how to use agreed standards and tools to design, code, test, correct and document moderate-to-complex programs and scripts from agreed specifications and subsequent iterations. You can collaborate with others to review specifications where appropriate;

Technical understanding (data engineering). You have the detailed knowledge and understanding of the technical concepts required for the role. You know how these fit into the wider technical landscape.

Testing. You can review requirements, specifications and define test conditions. You can identify issues and risks associated with work while being able to analyse and report test activities and results;

Data innovation. You can identify areas of innovation in data tools and techniques, and recognise appropriate timing for adoption;

Problem resolution (data). You can ensure that the most appropriate actions are taken to resolve problems as they occur. You know how to coordinate your team to resolve problems and implement solutions and preventative measures, and

Good communication skills. You can listen to the needs of technical and business partners, interpret them and manage expectations. You are flexible and capable of proactive and reactive communication. You will develop and promote data quality awareness and skills across HMRC.

Desirable

Masters in Information Systems, Computer Science, Analytics and any relevant industry recognised qualification such as TOGAF.

Knowledge of relevant programming languages is preferred

Project Management skills. PRINCE-II, APMP, Agile

Experienced working in Agile environments

Knowledge of Industry Standards ISO 8000
